Agency: National Credit Union Administration (NCUA), Office of Consumer Protection (OCP)  

 

As a prime contractor, Falcon provided technical assistant to the NCUA’s Office of Consumer Protection (OCP) Division of Consumer Compliance Policy and Outreach (CCPO), the division responsible for fair lending examinations, consumer compliance policy, financial literacy initiatives, and interagency liaison for consumer protection compliance issues. Falcon was tasked to provide assistance in implementing NCUA’s strategy for notifying and training credit unions and informing consumers about regulatory changes. Falcon wrote supervisory documents and developed training resources for credit unions and examiners addressing new rules and regulations promulgated under the Dodd-Frank Wall Street Reform and Consumer Protection Act. Falcon also developed financial literacy aids for credit union accountholders to explain existing and new federal consumer protection laws and regulations.

 

Specific deliverables for this engagement included:

  • Draft a plain language summary of the TILA-RESPA Integrated Disclosure (TRID) rule

  • Draft a TILA/RESPA Regulatory Alert and Article for NCUA Weekly

  • Review mortgage servicing and fair lending guides for legal accuracy

  • Perform legal review and drafted reference guides covering the Ability-To-Repay (ATR) rule, Qualified Mortgage (QM) rule, small & large servicer requirements, homeownership counseling, and force-placed insurance
